State Representative Jill N. Cooper has announced the introduction of new legislation aimed at regulating electric bicycles (eBikes) in Pennsylvania. The proposal seeks to address concerns about safety and accountability while maintaining eBikes as an accessible and environmentally friendly mode of transportation.

Cooper stated, “As a legislator, I believe the solution lies in a balanced, flexible approach that empowers local communities while also addressing safety concerns. That’s why I’m introducing legislation to provide municipalities with greater authority over eBikes and promote responsible operation.”

Under current state law, eBikes are allowed on roads and sidewalks if they comply with limits on size, speed, weight, and motor power. However, residents have raised issues about speeding and reckless riding. In response, Cooper’s proposed bill would grant municipalities more control to set their own rules for eBike use through specific ordinances. These could include registration fees, restrictions or bans on certain roads or sidewalks, and fines for violations. Municipalities would also be able to penalize riders who exceed legal size, speed, or power limits.

“The cornerstone of this legislation is local empowerment,” Cooper said. “Municipalities will gain clear authority to establish eBike-specific ordinances, allowing them to address local challenges without a one-size-fits-all approach.” She added that urban areas might require stricter regulations due to heavier pedestrian traffic compared to rural communities.

The legislation also proposes two statewide measures: increasing fines for bicycle law violations committed on eBikes from $10 to $50 and creating a new $100 fine for careless operation causing bodily injury. According to Cooper, these steps emphasize accountability without imposing broad mandates that could impact responsible riders.

“I took this topic on to find a commonsense solution, one that responds to constituents’ valid concerns about safety and accountability while also preserving the benefits of eBikes as an affordable, environmentally friendly transport option,” she said.

Cooper has invited other House members from both parties to co-sponsor her proposal.

In addition to legislative news, Cooper reminded veterans in the 55th Legislative District about her annual Veterans Appreciation Breakfast scheduled for October 18 at VFW Post 92 in Lower Burrell. The event is free for all district veterans and will feature guest speakers including Sen. Devlin Robinson.

High school students were also encouraged by Cooper’s office to access the 2026-27 PA Student Aid Guide provided by the Pennsylvania Higher Education Assistance Agency (PHEAA). The guide offers information on federal student aid processes as well as state programs such as grants and scholarships; it is available online at pheaa.org.

Finally, fall and winter trout stocking by the Pennsylvania Fish and Boat Commission is underway across dozens of waterways in the state through mid-December. Approximately 116,500 hatchery-raised trout will be stocked in 118 streams and lakes statewide. Stocking schedules can be found at fishandboat.com.
