Notice of Public Needs Hearings

County of Westmoreland issued the following announcement on Jan. 27.

The County will receive FY 2022 Community Development Block Grant, Home Investment Partnerships, and Emergency Solutions Grant funds from the U.S. Department of Housing and Urban Development (HUD) and will conduct public hearings on use of these funds.

Notice is hereby given that the County of Westmoreland (County) is currently preparing its FY 2022 Consolidated Annual Action Plan. The County will receive FY 2022 Community Development Block Grant (CDBG) funds, Home Investment Partnerships (HOME) funds, and Emergency Solutions Grant (ESG) funds from the U.S. Department of Housing and Urban Development (HUD) and will conduct public hearings on the use of these funds for FY 2022 (May 1, 2022 – April 30, 2023). In accordance with the Final Rule for consolidation of the CDBG, HOME, and ESG Programs, 24 CFR Part 91, et. al., the County will prepare an Annual Plan, which will be submitted to HUD the earlier of May 15, 2022, or 60 days from the formal notification by HUD of the County’s annual FY 2022 funding allocations under these programs.

In accordance with the Westmoreland County Citizen Participation Plan, the County will hold community development and housing needs hearing on February 3, 2022 at the time indicated below; all meetings will be virtual due to the pandemic.

The purpose of these public hearings is to: 

  1. Obtain the views and comments of individuals and organizations concerning the County’s housing and community development needs. The information gathered will be used in the preparation of the Consolidated Annual Action Plan submission for the FY 2022 Program Year.
  2. Review the County’s Community Development Block Grant, HOME Investment Partnerships, and Emergency Solutions Grant Programs and provide an opportunity for the public to comment on program performance.
  3. Summarize the Consolidated Annual Action Plan process and obtain the views of citizens, public agencies, and others interested in the housing and community development needs of the County.
The County expects to publish a summary of its proposed Annual Action Plan for FY 2022 on or before April 1, 2022. A copy of the document will be placed on public display for a thirty (30) day review period beginning on or before April 1, 2022. A second public hearing will be duly advertised and conducted to present the proposed plan to the public. The County will consider comments on the proposed plan prior to adoption by the Westmoreland County Board of Commissioners on or before May 12, 2022. Proper notice of the display date and subsequent public hearing will be properly advertised. The County intends to submit its FY 2022 Annual Action Plan to HUD on or before May 15, 2022.
