Concerns raised over proposed energy regulation bill in Pennsylvania

On May 30, 2024, Representative Jill Cooper (R-Westmoreland) addressed concerns regarding House Bill 1615, a proposal granting regulatory power over energy standards for various appliances to the Environmental Quality Board (EQB), part of the Pennsylvania Department of Environmental Protection.

Cooper highlighted the distinction between laws and regulations, using PennDOT's authority over driver's license design as an example. She noted that while some regulatory flexibility is necessary, excessive leeway can lead to burdensome policies.

House Bill 1615 aims to regulate energy standards for residential items such as faucets and gas fireplaces, as well as commercial equipment like dishwashers and ovens. If enacted, non-compliant equipment could not be sold or installed in Pennsylvania. The bill proposes penalties starting with a warning for first offenses and fines up to $500 for repeated violations.

Cooper expressed concern about the impact on manufacturers who may need to produce different versions of products for compliance with state-specific regulations. She also criticized the EQB's composition, noting that only four of its twenty members are elected officials.

The bill recently passed the House by a narrow margin of 102-99 and awaits consideration by the Senate.

In other news, Cooper reminded constituents about unclaimed property held by the Pennsylvania Treasury. Approximately one in ten Pennsylvanians may have unclaimed assets such as dormant bank accounts or uncashed checks. Residents can check their status on the Treasury’s website or contact Cooper’s office for assistance.

Additionally, applications are open for the Pennsylvania House Legislative Fellowship Program’s fall 2024 semester. Eligible college juniors, seniors, graduate students, and law school students can apply by July 1.
