School safety measures enhanced across Pennsylvania

On August 29, 2024, Representative Jill Cooper (R-Westmoreland) addressed the importance of school safety in Pennsylvania. Emphasizing that education is a core government service, she highlighted measures being taken to ensure secure learning environments.

For the first time in Pennsylvania, every school district must have a full-time security officer during school hours. These officers are required to complete specific training programs such as the Municipal Police Officers' Education and Training Commission Training or the Basic School Resource Officer Course.

To support these initiatives, the Pennsylvania Commission on Crime and Delinquency administers School Safety and Mental Health Grants. Each school district applying for these grants will receive $100,000 plus additional funds based on student enrollment figures. Noncompetitive grants of $70,000 are available for intermediate units, technical schools, charter schools, and cyber charter schools.

The latest Pennsylvania School Discipline Report from the Department of Education revealed that public schools called police 16,850 times during the 2022-23 school year—a 10% increase from the previous year. "This is precisely why school safety must be prioritized," Cooper stated. She countered arguments against increased police presence by emphasizing that law enforcement personnel should be seen as resources rather than threats.

In response to concerns about cell phone use in schools, Cooper mentioned that grant funds could also be used to purchase lockable smartphone bags if districts adopt official cell phone policies. Studies indicate high social media usage among teenagers and children, with teens receiving an average of 237 notifications daily.

Cooper also addressed other community issues:

Reports of 'jail scams' are rising again in Pennsylvania. Scammers contact individuals claiming a loved one is in jail and demand money for their release. The state police advise residents not to provide payment or sensitive information over the phone and never leave money at designated pickup points.

Additionally, Cooper encouraged families to explore saving options for higher education through the PA 529 College and Career Savings Program. The program offers tax advantages without affecting state financial aid eligibility and includes two plans: the Guaranteed Savings Plan (GSP) and the Investment Plan (IP).
