In a recent statement, Representative Jill Cooper of the 55th Legislative District expressed her unwavering stance on the participation of transgender women in women's sports. Cooper emphasized the importance of maintaining fairness and integrity in women's sports across Pennsylvania's public schools, colleges, and universities.
Cooper highlighted a scenario where biological males have dominated female competitions, citing examples from Connecticut and Pennsylvania. In Connecticut, Terry Miller and Andraya Yearwood were noted for their dominance in high school state championships, which led to a lawsuit by four female athletes. Similarly, Lia Thomas gained attention in Pennsylvania after winning multiple events at the 2022 Ivy League Women’s Swimming and Diving Championships.
"The biological differences between men and women are indisputable," Cooper stated. She further explained that physiological advantages such as increased muscle mass and cardiovascular capacity give males an edge over females in sports competitions.
In response to these concerns, Cooper co-sponsored the Protect Women’s Sports Act in Harrisburg. The proposal aims to restrict transgender women from competing in women's sports based on sex at birth rather than gender identity. Although previously not advanced by the House Education Committee, Cooper remains committed to ensuring fair opportunities for female athletes.
Cooper also noted the passage of the Protection of Women and Girls in Sports Act of 2025 by the U.S. House of Representatives. This federal proposal seeks to address similar issues nationwide but awaits consideration by the U.S. Senate.
Apart from sports-related legislation, Cooper shared updates on other initiatives. The application period for Pennsylvania's 2024 Property Tax/Rent Rebate Program is now open with increased income limits due to recent legislative changes supported by Cooper. Additionally, high school seniors can apply for the Pennsylvania House Scholarship program aimed at providing financial assistance for post-secondary education.
