In Pennsylvania, discussions are underway to reevaluate the state's vehicle emissions testing requirements. Currently, drivers in 25 of the state's 67 counties must have their vehicles' emissions systems inspected. This policy stems from updates to the Clean Air Act in 1990, which aimed to set standards for both stationary and mobile sources of emissions.
The current requirement applies mainly to Pennsylvania's most populated counties or those with significant industrial activity. However, a Senate resolution prompted a review by the Joint State Government Commission in 2017. The commission concluded that removing the requirement in seven counties—Blair, Cambria, Lackawanna, Luzerne, Lycoming, Mercer, and Westmoreland—would not compromise compliance with federal law.
State Representative Jill Cooper has co-sponsored a bill seeking to lift these requirements in the specified counties. "While Senate Bill 35 is a great step in the right direction on this issue, there is more the General Assembly can do," she stated.
Technological advancements in the auto industry also play a role in this discussion. As Representative Cooper noted: "It cannot be ignored that technological improvements in the auto industry have a tremendous impact on vehicle emissions overall." Consequently, another proposal aims to exempt newer model-year vehicles from testing requirements—a practice already approved by the EPA for several states.
