Funding secured for wastewater infrastructure upgrades in Westmoreland County

Senator Kim Ward and Representative Leslie Rossi have announced that the Pennsylvania Infrastructure Investment Authority (PENNVEST) has approved close to $9 million in low-interest loans and grants for a wastewater infrastructure project in Westmoreland County. This funding is aimed at improving the sanitary sewer collection and treatment system along Route 31 in Donegal Township.

“These investments represent a commitment to ensuring our communities have the reliable infrastructure they need for a safe and sustainable future,” stated Senate President Pro Tempore Ward. The project will directly benefit residents, most of whom earn below the state's median household income, by establishing a compliant wastewater system.

The initiative includes replacing outdated pumps, controls, piping, repairing the wet well, installing a new generator, and adding a bypass connection for continuous operation during failures. Representative Rossi emphasized the long-term benefits: “This critical investment in the Donegal Sewer System will not only strengthen the infrastructure for today’s residents but also set the foundation for sustainable growth in the community for years to come.”

The total cost of this project is $10.8 million. PENNVEST is contributing through a grant of over $7 million and an additional low-interest loan of approximately $1.8 million. Additional funding sources include H20 PA-Water Supply, Sanitary Sewer and Storm Water Projects Program, Local Share Account, and funds from Westmoreland County's American Rescue Plan Act COVID fund.

PENNVEST operates as an independent state agency providing financial aid for essential water-related projects across Pennsylvania.
