The Pennsylvania Department of Environmental Protection (DEP) has introduced a new online permit tracking tool, aiming to enhance transparency and efficiency in the permitting process. The DEP is responsible for issuing permits for various projects, including mining, oil and gas exploration, waste management, and waterways engineering. According to the department's website, its mission is to "protect Pennsylvania’s air, land, and water resources while ensuring the health and safety of all residents and visitors to the Commonwealth."
Many business sector members have criticized the permitting process as being overly bureaucratic and causing delays. As of November 2023, more than 2,400 permit applications were delayed. There is a need to balance environmental protection with economic growth.
The new tracking tool allows users to search by keyword or authorization ID number and filter by county, program area, permit type, application type, status, and submission date. This tool aims to provide applicants with updates on their applications' status while increasing public transparency.
This initiative follows the creation of the Streamlining Permits for Economic Expansion and Development (SPEED) Program by the DEP. The program enables some permits to be reviewed initially by DEP-approved qualified contractors before final approval or denial by DEP staff. Eligible permits include air quality and earth disturbance among others.
Professionals interested in becoming DEP-approved contractors must meet criteria such as five years of experience with permits and holding appropriate licenses without conflicts of interest.
