The issue of food donation in Pennsylvania has come under scrutiny as House Bill 2286, aimed at addressing food insecurity, advances to the Senate. The bill seeks to clarify and expand liability protections for those donating surplus food, including items past their "best by" dates but still safe for consumption.

Date labels on food are often misunderstood, leading to unnecessary waste and exacerbating food insecurity in the state. Over 1.2 million residents, including 325,000 children, face food insecurity in Pennsylvania. Fear of liability is a significant barrier preventing individuals and businesses from donating surplus food.

Existing laws provide limited civil and criminal liability protections for donors contributing to nonprofit organizations; however, these do not cover donations past recommended label dates. House Bill 2286 aims to bridge this gap by extending immunity to such donations if the food remains fit for consumption.

Representative Jill Cooper emphasized the importance of this legislative effort: "By making minor, yet essential adjustments to the Donated Food Limited Liability Act, we can create a link between surplus food and the families who need it." She added that passing the bill would signal Pennsylvania's commitment to tackling hunger through practical solutions.

In addition to discussing legislative efforts against food insecurity, Rep. Cooper announced other community initiatives. The Dragon Egg Hunt continues with new opportunities coinciding with International Geocaching Day on August 17. A Community Health, Wellness and Career Fair is scheduled for July 27 in New Kensington. Moreover, a Legal Summit is planned for August 9 at Valley Points Family YMCA.
